Mr. Chann, former President and CEO of Environmental Dynamics Inc., retired as Chief Innovations Officer of EDI in 2020. EDI is a leading supplier of aeration and wastewater treatment solutions. EDI has installed over 5,000 systems in 90 countries worldwide. In addition to overall company responsibilities, Mr. Chann oversaw the sales, marketing, and process technology programs at EDI.
Prior to EDI, Mr. Chann was a technical specialist in the Corporate Environmental Engineering Group with BP America in Cleveland, Ohio. Mr. Chann is a registered professional engineer and has a BS degree in Civil Engineering from Union College in New York and an MBA degree from Case Western Reserve University in Cleveland, Ohio.
Mr. Chann was appointed to the board April 15, 2003. His current term expires January 1, 2023.
Brian Burks is a registered civil engineer and seasoned professional with a career spanning civil construction and real estate development. He currently serves in a leadership role at Emery Sapp & Sons, where he is responsible for managing infrastructure projects, client relations, and business development efforts across the region. A lifelong resident of Boone County, Brian brings both deep industry expertise and a strong commitment to the region he calls home.
He holds a Bachelor of Science in Civil Engineering from the University of Missouri and has led numerous development and construction initiatives that support responsible growth and long-term value. With hands-on experience in site development, project management, and municipal coordination, Brian offers a practical perspective on capital improvements, land use, and public infrastructure. His leadership style emphasizes collaboration, fiscal accountability, and a clear focus on sustainable solutions.
Brian is honored to serve on the Board of Trustees for the Boone County Regional Sewer District, where he helps ensure reliable wastewater services and strategic infrastructure planning that support public health, environmental stewardship, and the region’s future growth.
Outside of work and public service, Brian enjoys life in Boone County with his wife and two children. When not chasing the kids to their activities, he can usually be found on the golf course or enjoying the outdoors.
Mr. Aldred is the Boone County’s District 1 Commissioner.
Mr. Aldred began his enlisted military career in the US Army with the 342nd CBRN Company in Urbana, Illinois. He was quickly selected for the Ike Skelton Early Commissioning Program, which sent him to Wentworth Military Academy in Lexington, Missouri where he earned his commission as an Army Lieutenant. He completed his Bachelor of Arts degree in Political Science at the University of Missouri and earned a Certificate of American Constitutional Democracy from the Kinder Institute, all while serving as the Battalion Signal Officer for the 175th Military Police Battalion, Missouri Army National Guard. After working as a news writer and broadcaster with KMZU, he served as Special Projects Coordinator with the Missouri State Auditor’s Office assisting with government communication and data analytics.
Mr. Aldred is currently liaison to the Boone County Resource Management Department and the Boone County Human Resources Department. He also serves on multiple boards, including the BCRSD.
Mr. Aldred was elected to the Boone County’s District 1 Commissioner in November 2020 and sworn into office December 31st, 2020.
Mr. Bennett, former Vice President of Engineering Surveys and Services (ESS), retired as President of ESS in 2017, after 40 years with the company. Mr. Bennett became one of three owners of ESS in 1987. ESS is a Civil Engineering and Surveying consulting firm with offices in Columbia, Jefferson City and Sedalia, Missouri. Mr. Bennett oversaw the Engineering, Construction Materials Testing and Analytical Testing services during his tenure at ESS.

Mr. Bennett has a BS Degree in Civil Engineering from the University of Missouri in Columbia, Missouri and was formerly a Registered Professional Engineer in Missouri and Iowa. Mr. Bennett’s engineering background includes design of site development plans as well as design of wastewater treatment systems for residential, commercial and institutional facilities.
During his career, Mr. Bennett was active with numerous Boone County and City of Columbia Boards and Committees and was appointed to the Boone County Regional Sewer District Board of Trustees on January 1, 2024 with his current term expiring on January 1, 2029.
Bill Watkins resides near Rocheport with his wife Elizabeth and beagle bud, Tucker. Having been raised in the City of St. Louis, he came to Mizzou where he obtained a BS(74) and MS(76) in Public Administration. While in Grad School and for a year following, he worked in the Columbia City Manager’s office . He went on to serve as City manager in three states, and as the VP of Economic Development for the Springfield Ohio Chamber.
He came back to Columbia in 1988 to serve as REDI’s first Exec Director. In 2011 upon the death of his first wife, he took early retirement as Columbia’s City Manager. Following a brief time off, he served as COO of a local company, and then three years in corporate real estate, retiring for the third time during the pandemic. In addition to the Sewer District, he currently serves on the Boone County Fire Prevention District as Treasurer, Treasurer of the Boone Electric Community Trust, Heart of Missouri United Way Board, and the Advisory Board of a local bank. He is an Eagle Scout, a founding member of the Rocheport Rotary Club and a member of several other local organizations. His hobbies include tending his orchard/garden, woodworking and national/international travel.


The five member Board of Trustees is the governing body of the District. The board’s main goal is to assure that wastewater collection and treatment in Boone County protects public health and the environment as efficiently and as economically as possible. In order to meet this goal, the Board endeavors to ensure that all new wastewater treatment facilities and all existing treatment facilities meet State and Federal requirements for discharge and operations. Also, the Board strives to minimize the number of treatment facilities both private and public in Boone County.

More specific duties include long-range planning; review of development plans; approval of the annual budget; approval of user rates; approval of contracts and agreements with engineers, contractors, consultants, other public bodies, etc.; approval of revisions to District rules and regulations; approval of bond elections and closings; review of monthly financials; and more. The District’s management and staff report their activities to the Board on a monthly basis.

The Board is not involved in overseeing on-site wastewater systems that serve one private home or business. On-site systems are inspected by Boone County Resource Management.

Appointments to the Board are made by the Boone County Commission. Being a District customer is preferred but not required. The term of service is five years. Applications available at the Commission Office in the Boone County Government Center, 801 E. Walnut, Room 245, or by calling (573) 886-4305.
