User Regulations

The following are regulations developed by the Sewer District and approved by the Board of Trustees pertaining to the use of the Sewer District’s public sanitary sewer system and the establishment of user fees.

  • Sewer Use Regulations
    These regulations governs the use of public sanitary sewers and cover issues such as the installation and connection of sanitary sewers and the discharge of waters and wastes into the public sanitary sewer systems. The regulations also provide penalties for violations. These regulations are enacted by the Sewer District Board of Trustees in order to protect and promote the public health and to ensure the safe and efficient delivery of wastewater collection and centralized treatment services. These regulations are applicable to all areas within unincorporated Boone County, Missouri.
  • User Rate Regulations
    This regulation establishes a user charge system for the Sewer District in order to provide funds needed to pay for all expenses associated with the District’s wastewater treatment works.

  • By-Laws
    The Sewer District’s Board By-laws generally cover topics such as how trustees are appointed, how meetings of trustees are conducted, and what officers the Sewer District will have and a description of their duties.

State Regulation and Statutes

  • Rules of the Missouri Department of Natural Resources (MDNR): 10 CSR Division 20 – Clean Water Commission
    The rules and regulations of the MDNR that apply to the Sewer District are written in Section 10 CSR Division 20. The section is entitled Clean Water Commission (CWC).  The CWC is the water contaminant control agency established to oversee matters such as issuing permits for wastewater treatment, protecting and improving Missouri waterways by monitoring water quality, investigating complaints from the public, adopting regulations, enforcing the Clean Water Law and administering grants.  The MDNR Water Pollution Control staff is supervised and guided by the CWC, and the director of staff serves the commission.

    Division 20 of 10 CSR regulates the collection and treatment of wastewater including such issues as operating permits, water quality standards, design guides and operations.  

  • Missouri Revised Statutes Chapter 204: Common Sewer Districts in Certain Areas
    The District was established as a public sewer district under Chapter 204 of the Revised Statutes of the State of Missouri in October of 1973. The statute identifies how the Sewer District may incur debt, set regulations and policies, establish rates, collect fees as well as many other issues.
